Council of Europe approves ordered return of refugees to Kosovo

STRASBOURG, Sep 12, 2000 -- (AFP) The Council of Europe said on Monday that it supported a return by refugees to Kosovo, on condition that it was properly prepared.

"Some Council of Europe member states have been making considerable efforts over the past few months to encourage and speed up the return to Kosovo, but there are still serious doubts, on humanitarian grounds, about the conditions under which these people are returning and whether, in Kosovo, the return process has been adequately prepared," a communiqué issued by the Council said.

The Council's migration and refugees committee considers that Council of Europe member States "should not forcibly repatriate refugees to Kosovo and that those who do return should do so wholly of their own volition," according to the communiqué.
